No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

Payroll Analyst Trainee 1
  • A bachelor’s or higher degree.
Payroll Analyst Trainee 2
  • All requirements for appointment to Payroll Analyst Trainee 1 

    AND—

  • One year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.

    OR—

  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Payroll Analyst 1 (Full Journey Level)
  • All requirements for appointment to Payroll Analyst Trainee 2 

    —AND—

  • Two years of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.

    OR—

  • A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience.

Other Ways to Qualify:

  • You're currently reachable on the the appropriate eligible list for this title,
  • You're eligible under the 55 b/c program, OR
  • For 70.1, 52.6 or 70.4 transfer to a Payroll Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-11 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications. To determine if you're current Civil Service title is eligible for transfer to this title, visit the Career Mobility website. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties

Under the general direction of a Payroll Analyst 2:

  • Researches, reviews, analyzes, and establishes procedures to comply with all applicable State and federal laws, regulations, business rules, collective bargaining agreements, and procedures governing state payroll, including salaries, deductions, taxes, retirement programs, garnishments, and levies.
  • Gathers information and assists agency payroll staff, deduction vendors, tax authorities, retirement system providers, garnishment officers and other entities with payroll-related issues, and questions.
  • Monitors payment and processing activities to detect data errors, determine causes, and develop and implement solutions.
  • Performs data analysis to identify areas of fraud, waste, and abuse.
  • Evaluates, analyzes, and reports on payroll information by programming and executing queries and use of other software tools.
  • Initiates post audit payroll reviews consistent with payroll business rules.
  • Research, draft, revise, and finalize memoranda, bulletins, technical operational requirement documents, and various reports.
  • Assists in developing the business continuity plan for a payroll business unit.
  • Executes accounting transactions and assists with the reconciliation of weekly payroll disbursements.
  • Manages escrow accounts for the payment of certain deductions, taxes, and employee payments.
  • Provides and conducts training for State agencies.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
